Tonight’s episode of Scandal season 6 started off with a flashback Rowan getting a package dropped at his door and inside is a toy dinosaur. We then watched as Rowan goes to visit an old acquaintance of his, Sandra and she has a business proposal for him. She is a paleontologist and asked him to meet with her so that she could ask him to be a partner in her new lab. When they get it up and running, we see as Rowan is working and notices a camera in the call behind a specimen he has on a shelf.
In present day, Olivia pays Rowan a visit about Mellie and her sleeping with Marcus and asks him for advice on what she should do about it. He tells her that she needs to find a way to end it and she tells him that Mellie is in love, but Rowan tells her that is all the more reason to get her away from him. Being in love with someone is a weakness in his eyes. She asks him if he ever gets lonely and stands up to walk out.
Back in the flashback, Rowan has Sandra looked into because he is worried about what she is looking into, but she comes back clean. There is a problem however with the name of the collector who is funding the lab, his name doesn’t exist. Rowan goes to see Olivia and asks her for a record and while she is looking for it, he is looking around her apartment for cameras.
When she comes out with it, he asks her about a vehicle outside her house and she tells him it’s just the secret service and then asks her if Huck is still doing periodic sweep for bugs. She tells him “every Wednesday” and he tells her that Huck should switch it up and she asks him if he needs anything else.
Rowan heads to the lab to seduce her to get her alone to find out who hired her to lure him. She tells him that she doesn’t know who they were, they threatened her and she had to do it. He tells her that she could have warned him at the lecture where he found her after getting her package, but she tells him that they were there, they are everywhere! He goes out into the middle of the lab and calls them out.
The man’s name is Theodore and he has some big demands. He wants Mellie in the White House and if he doesn’t come through, Sandra will be the one who suffers. Rowan tells him that fixing an election isn’t cheap and it ins’t easy. Theodore tells him to name his price and tells him that he wouldn’t have chosen him to do it if he didn’t think he was capable of it.
Rowan tried to rig the voting machines and Olivia finds out and goes to confront Rowan about it, she is clearly upset because she wants to win this election fair and square. Olivia tells him that she undid the algorithm that he used on the machines. He tells her that they are going to lose and she gets upset because she thinks that her father doesn’t have faith in her.
Rowan tries to get get Sandra to leave the country, but she refuses and tells him that if he loves her then he will protect her where she is. Rowan heads home and one of Theodore’s associates is standing there and she tells Rowan that things aren’t looking good for Sandra and that her boss isn’t happy about Rowan lying about rigging the machines.
She then gives him a last option, kill Vargas and frame Cyrus for it. He tells her that it’s too risky and she asks him if he wants her to call her guy standing over Sandra and tell him to drop the hammer. Rowan changes his tone a little. Rowan is the one who set up the assassination on Vargas and then framed it on Cyrus so that Mellie had another chance at the White House.
While Rowan has a sniper awaiting his signal, Rowan goes to and gets under the stage that Vargas was standing on during his acceptance speech and takes out a piece of the floor under him. He is pointing a silenced gun right at Vargas’ chest, but he stalls and Vargas walks away to hug his wife. He walks back up to the podium and Rowan shoots him, his guy with the sniper shoots off the rifle to leave the gun and casings behind while Rowan calls in the shots fired over comms that he got from Jake.
We end the episode off with them showing as Nelson was asked by Rowan to take the fall for the murder, he then goes to get Sandra. He calls Jennifer to make the call that pointed fingers at Cyrus and he goes to leave with Sandra, but Theodore isn’t having that, not yet. He tells Rowan that he has more jobs for him and now that they found his weakness, they know he will comply. Rowan reminds him that he has no weaknesses and proves it by shooting Sandra in the head. Theodore’s associate, makes a call and asks for video feed and it’s of Olivia in her car. They are now using her as leverage and when they leave he breaks down over killing Sandra.
Later we see the scene where Olivia confronts her father about shooting Vargas and he lies to her and tells her that it wasn’t him. She told him that she didn’t want his help and she tells him that she doesn’t need his help. That’s when he puts a bug in Olivia’s ear that Cyrus hired the assassin to kill Vargas! After Olivia leaves we see Rowan go over to what appeared to be dinosaur bones wrapped in plastic, but when he pulls a piece of the plastic away, we see that it’s Sandra’s body. He bends down and cries a little and then covers her face again and walks away.
